I think it's fair to say that most end users don't know *what* they 
want. This is how so many changes can be snuck past them until it's 
either too late to revert, or even too late to do anything about it. 
Users may be able to recognize when something becomes what they 
*don't* want, but until then, they don't understand, for example, why 
they would care about Network Neutrality ;)
