The idea is to maintain a consistent UI if the user is not already
signed into their OP. If the user is already signed into their OP, then
the OP probably already knows the user's preferred language.
The HTTP Accept Language header doesn't work well if the user is
traveling and is borrowing a computer that is localized for the user's
current location. Using Martin's example, an English tourist traveling
in France using their OpenID to sign into a English language website
would probably want to see the OP UI in English, rather than in French.
