RPs can choose whether to be listed.  There is a list published here that we
will work to update:

http://groups.google.com/group/google-federated-login-api/web/list-of-supported-rps?hl=en
So RPs can register with us, and then decide whether to be listed or not.

However that is a manually maintained list because we hope this restriction
can be removed soon.
