Still struggling to understand why a language hint at the OP based on the
provided OpenID wouldn't work. I mean, if you registered and set a language
when doing so then why not use that even when NOT logged in? Only the OP
needs to know right?
Perhaps someone can enlighten me?

That is a question we at Google are considering as well, and we don't know
the answer. However in the case where the user is not yet logged in to the
OP/IDP, we do think it would be a good idea to use that language hint from
the RP to decide what language to use on the OP/IDP's login screen. But
even in that case we use a bunch of signals to decide on the language, and
we are going to have to run some experiments to decide how to incorporate
that RP hint into those other signals.
