Chris,

They're not banks, but NIH and other agencies are offering federated  
identity access for grant application and management via InCommon,  
which involves $$$.  They require at least NIST Level 2 and a  
contractual relationship with the identity provider.  Level 1 wasn't  
enough for them, and an arbitrary OP certainly wouldn't be.

We're working with other major organizations on student financial  
aid, or degree verification, with similar assurance requirements.
