Would this be a joke because it's already in the specs (just not 
widely implemented, leaving us with an even worse chicken-and-egg 
problem than OpenID), or because it seems silly to use XRI for that?

I see XRI as perfect for it, though I don't know of any URI to E-mail 
mapping schemes yet (and perhaps I should add "TRUSTED" to that 
description), able to work very flexibly because it can accept a 
DNS-based solution, SMTP, whatever less-than-widespread solution is 
adopted someplace.
