Johannes - who is in charge of (and able to track) this resolution? 
Currently, if some spammer sends me E-mail, I can *choose* not just 
what information to respond with but also *whether* to respond! If 
the E-mail server were set up to automatically respond to "OpenID 
requests" with various information, it wouldn't require my 
involvement *but* I would still have some control over the process 
*and* these requests could be tracked.
