Because a lot of sites are already convinced that they need email 
address (justified or not), the easiest way to get these sites to start 
accepting OpenID might be to start them off by using OpenID as a 
streamlined email verification protocol.  If there was an OpenID Email 
Verification use case defined in the protocol, then sites can at least 
experiment with OpenID and realize immediate benefits without having to 
rework their entire login/reg system.
