[OpenID] OpenID on change.gov

Kudos to intensedebate.com for using OpenID and on being leveraged by 
change.gov...

 Though there are the standard usability problems:

- You have to register with intensedebate.com if it has never seen your 
OpenID before, and loses the context of the comment thread you're trying 
to contribute to.
- It requires one to make up a unique nickname and provide an email 
address if your OP doesn't provide these

Not sure why they require an email address (it's not verified) and my 
URL is already pretty unique; I'm guessing this was a bolt-on.
