[OpenID] wordpress, openid2RP, windows and .NET

WordPress.com is an OP and not an RP.
There is an OpenID plugin for WordPress that both enables you to be your own
OP as well as to act as an RP maintained by Will Norris:

As to your questions, I'm not familiar with Windows enough to provide you
