It's #2 and/or #3. It can be either or both. StartCom is a CA providing
#3 - the StartSSL WoT a community project verifying identities for now
(providing part of #2). No attempts have been made yet to validate other
attributes through the WoT, which in itself is an interesting idea of
course.
