[OpenID] Intent to define: public identifiers

This attribute's values would include any/all OpenID Identifiers the user
wishes to share with RPs.  Specifically if the user has a collection of
Identifiers he/she may use to log into a site, this would provide a very
quick and automated way for a user to log into an RP for the first time and
automatically set up the account as associated with all these Identifiers.
 This gives the user protection against his favorite OP going down, allowing
him/her to log in with an alternate Identifier since the RPs generally know
several Identifiers for the user.

This attribute would store any/all of the user's public SSH keys, allowing
the site to accept SSH connections from the user without extra trouble for
the user to look up and send the public key to the RP site.
