Yes, this is one of the "selling points" (except that we're not 
really selling anything) of OpenID: your identity is associated with 
the URL that refers everyone to an OP, not with that OP itself, so 
you can switch to another OP simply by adjusting a line or two of 
code in the headers of the refering URL.

Some users have taken to using their page *at the OP* for various 
websites. While an OP *may* allow its users to refer their account 
with the OP to yet another OP for authentication, this may still be 
meaningless if the reason for wanting to switch is "frequent 
downtime", and especially if "frequent" becomes *never* (i.e., the 
site goes down, permanently). For this reason I promote the 
"decentralization" feature.
