[OpenID] Proposal for OpenID Language Extension

Coming from the OAuth discussions this is pretty sane to have passed  
in by the RP versus discovered by the browser in order to provide a  
great experience.  I would however update it to take advantage of the  
structure of an OpenID extension as described in the 2.0 spec.   
Something along the lines of:

openid.ns.lang_pref=http://SomeURI
openid.lang_pref.rp=en

Could then also add a openid.lang_pref.op to pass back to the RP.
