Just like HTTP URI is an URI, URI normal form of XRI is a valid URI.

Note that UTF-8 form of XRI allows UTF-8 characters such as Kanji to be
used in non-uri-encoded form. This form is not URI as it stands. It is an
expansion to URI. However, this would be quite useful for non-ascii world
dwellers.
