That is not specified. Given it is being moved as a POST from the
users machine, there are some practical limits given user experience
(browser is stalled while waiting for POST to complete) and bandwidth
available at most browsers. Right now any limits would be
implementation dependent. I don't see a need to spec that until there
is a problem. Happy to hear other arguments.
