Abhi,

These features are the result of deliberate design decisions by  
Yahoo!  The base UUID is just intended to provide non-mappability  
back to Yahoo! ID's by default.  The value after the # is a fragment  
they chose to add.  You can read more about the second feature along  
with some rationale in section 11.5.1 of the 2.0 specs.
