Hi Steven,

The main rationale behind our proposal is that the RP already has a good 
idea what the user's preferred language is. Perhaps the the RP detects 
the user's Browser settings, or maybe the RP already displayed content 
to the user prior to signingin. In either case, it would seem best to 
not toggle between two different languages during the sign in process, 
and to let the RP pass the OP the language of the referring page.

Yes, this is exactly one of the use cases where we think that the RP 
should try to tell the OP what language to use.
