[OpenID] Proposal for OpenID Language Extension

Hi Lukas,

In our experience, we've found that the browser settings aren't that 
reliable, especially for users who are traveling. Instead, we think that 
it would be more reliable for the RP to pass the OP a hint as to what 
language is currently being displayed to the user, so that OpenID sign 
in experience would continue to be in the same language on the OP as it 
was on the RP when the user initiated the sign in process.

In your example, the user is trying to sign into an English language RP, 
so presumably the user already knows English. If the user is not already 
signed into the OP, the Login screen would be displayed in the using the 
browser's default language, which might not be the user's prefered 
language. For example, what if I was traveling in Germany, and tried to 
sign into my favorite English language RP using a browser that was 
localized in German. It may seem weird that my OP is suddenly displaying 
the Login screen in German.
