[OpenID] Problems with OpenID and TAG httpRange-14

Hey,

I am thinking that it might make sense, while we are all looking at this issue
to also consider thanging the rules for 302 and 307 redirects which are both
clearly temporary and should not be canonicalised.

If a backwards incompatible change is going to happen it may as well fix all
three issues in one change, especially as it alters the same paragraph of the
specification.

Thoughs?
