Firstly, rdf:sameAs does not exist, perhaps you are thinking of owl:sameAs?

Secondly, owl:sameAs is defined in <http://www.w3.org/2002/07/owl#>:

  <rdf:Property rdf:ID="sameAs">
    <rdfs:label>sameAs</rdfs:label>
    <rdfs:domain rdf:resource="#Thing"/>
    <rdfs:range rdf:resource="#Thing"/>
  </rdf:Property>

But thirdly, and most importantly, it's a moot point. What some RDF ontology
says or doesn't say is completely irrelivent, especially as OpenID is not
using the OWL RDF namespace.

The only important thing to consider is RFC 2616 § 10.3.4 which clearly and
unambiguously states that 303 redirects do not indicate replacement resources.
