[OpenID] Choosing from multiple OPs in an XRDS file

When multiple OPs are referenced in a prioritized order in someone's XRDS
file, besides picking the highest in priority, what should an RP do to roll
from the first OP to the next, to the next?  The OpenID 2.0 spec seems vague
on that topic.  If a user cannot remember his password at his first choice
OP, should the RP offer to let the user try OP #2?  Or do you only go from
#1 to #2 if OP #1 fails to respond to the direct message of an association
request?  If it responds to that, but not to the redirect at the browser,
how do you recover and fail over from that?
