All I can do is guess, but here are some possibilities:

* The value proposition of XRI is not high enough to warrant the extra 
engineering effort.

* Developers generally lack understanding of XRI and it's complicated 
enough to scare them away.

* There are few XRI libraries available and those that do exist often 
require more than just findOpenIDProvider("=mart").

* No-one is actually trying to use XRI at these sites.

* Folks *are* trying to use XRI at these sites, but aren't complaining 
when it doesn't work so the sites don't know that people want to use it.
