[OpenID] Bylaws on the Wiki

In February of this year, Snorri asked that the bylaws be made available on
the OpenID website in a non-PDF format. [1]

Either we have an overly aggressive robots.txt or our SEO sucks or this
never happened. In any case, since I'm running for the board, I figured I
ought familiarize myself with the ground rules and in so doing, transcribed
the PDF to the new wiki:

There are some inaccuracies, but fortunately, since it's a wiki (!) they can
be edited. Specifically, the Membership Dues Schedule seems incorrect, but
was never updated in the PDF. What are the correct numbers?
