Room for improvement - private entities don't (necessarily) trust the 
government, and vice versa. For now OpenID isn't big enough to be 
worth controlling, but as it becomes more valuable (and adopted by a 
higher number among the private/public sectors), this would change. 
If we can't entirely trust any one channel, how about sending 
challenges through each to be answered in another? Sounds like too 
much work for the user, though.
