Well, it's quite simple. The OpenID provider (
http://openid-provider.appspot.com/) is built on Google's AppEngine (
http://code.google.com/appengine/). The guy who built it is a Google
employee, Ryan Barrett (http://snarfed.org/). However the OpenID provider is
not an official Google product.

The only official Google product currently supporting OpenID is blogging
platform Blogger.
