This is fixed now in rev365:

             The URL which accepts OpenID Authentication protocol 
messages,
             obtained by performing discovery on the User-Supplied
             Identifier. This value MUST be an absolute HTTP or HTTPS 
URL.



thats fine. We can still imagine using openid in wierd and wonderful ways in the future: allowing a policy enforcement point on the LAN to open NAT ports where the inter-agent signalling is openid over HTTP over UDP. Once the connectionless TLS work come to maturity, openid over https over UDP will similarly be a reality.
