Discovery (and normalization) is never performed on OP-Local  
Identifiers. For this reason they can be any (case-sensitive) string  
and don't necessarily have to be URLs/XRIs, though that's how they  
are currently defined.

In your example, all three OP-Local Identifiers are different.
