Jason,
There has been some discussion about OpenID, REST and SOAP on this
list and the specs list. Take a look at http://wiki.openid.net/REST/
SOAP/HTTP_Bindings and the list archives for more info.
For implementation, there is a mailing list that is sorta hidden
away, but it is where alot of us implementors hang out:

Also check out http://openid.net/developers/ for some comprehensive
tutorials.
As far as libraries go, I would also recommend the packages from the
great folks at JanRain:
http://openidenabled.com/
They are well documented and maintained religiously, and they have
one of the few OpenID 2.0 libraries. Implementation is not nearly
as cumbersome as it may appear and with appropriate levels of
inebriation is actually quite fun. If you have questions, the dev
list is a great (and archived) place to field them.
