[OpenID] JISC wishes to fund a study GBP 50k into Open ID usage in academic community UK

At 50K pounds (100k dollars these days = half US man year, fully loaded costs) , the recipient is already chosen! 
 
Its pointless competing. It will be in the director's personal discretion.
