[OpenID] Help on finding OpenID Provider?

Hi,

Sorry for the lame question, but here goes...

I seem to remember some time back finding an OpenID provider who would
only issue an Open ID if you could prove who you were by going to
visit them (I think) like an X.509 CA/issuer does -- thus providing a
level of assurance for their OpenIDs, and they had people all over who
would verify you.

Does anyone have any information on them? I thought their name was
AssertId or something, but Google isn't helping :-(

I know, I should have bookmarked it, but I forgot. Thanks for any help
you could give, my memory's a bit hazy...
