[OpenID] OpenID consumers should make it clear if they are going to publish a user's OpenID

When I went to login to http://openid.phpbb.cc/openid/login, that page
came up blank. Something must be wrong w/ the library and delegated
OpenIDs...

When I logged into http://test2.phpbb.cc/ I set my remote profile to
use "damnian" as my name and nickname, so that the details provided by
SR would overlap with an existing username.

What happened? I got to be damnian3!

So, clearly there's a behavior set to grab my nickname from SR and
then increment it if it already exists. This is what I was asking
about -- what to do when nicknames overlap on a system... this is one
answer. Is this satisfactory and should it be made a recommend default
behavior in the case of not publicly displaying one's OpenID URL?
