[OpenID] OpenID consumers should make it clear if they are going to publish a user's OpenID

This should apply to any personal information captured. The web site  
should expose T&C's on any information that is captured or used.   
This applies to information that was either obtained from the OP or  
subsequently through direct interaction with the user.
