[OpenID] OpenID Attributes and YADIS Discovery

I'm looking at using OpenID attributes, and am wondering what the policy
is (or should be) regarding searching multiple OpenID sites listed in a
YADIS file for attributes. Several questions occur to me:
1) If you change the priority of OP's in your YADIS file, should an OP
be expected to provide an export functionality so that the attributes
can be moved to the primary OP?

2) If an RP ends up using a fallback OP, and it has older attributes,
how should that be handled?

As long as its possible for someone to specify multiple OP's that may be
used, I'm not sure how a RP can reliably fetch/store attributes with any
expectation that they'll be available on the next login for a given
identity.
