1. The *official* Drupal module doesn't have XRI support. There's at least
one that does:

http://openid.phpbb.cc/ (the site, not its contents)

2. PHP-OpenID doesn't rely on PEAR. The abovementioned site doesn't have
PEAR installed.

3. Implementing XRI is actually quite easy. All you need is to have XRDS
resolution for "http://xri.net/$openid_xri" (and don't prepend to
$openid_xri during normalization).
