[OpenID] OpenID Registration Scenario

Did a national vote have a voter got to a govt website, type in a openid, vector off via an OpenID Auth flow to an IDP - which checked the smartcard for voter "legitimacy" - over the web - vector back to the SP site, where you vote A or B (possibly with further interaction with the smartcard applets, to address online-voting vulnerabilities, vote once rules, vote between hours X and Y, etc)
 
This is the kind of endorsement I want.

We need some to identity some Relying parties who have ponied up and RELIED.
 
Can one get a free VeriSign Class 1 test cerificate yet, quoting one's openid, resolving perhaps to homepw.myopenid.com - rather than have to create an account at the VeriSign site?

You should go to www.id.ee where the *eID* project dwells. IIRC first 
cards were handed out around year 2002 and eID is as official as it 
can get (including the first national scale internet e-voting that 
took place in Estonia some time ago).
