[OpenID] OWL project for OpenID WhiteListing

-1 to using OWL in the naming. I spent 2-3 mins reading the proposal before
realizing it had nothing to do with OWL (Web Ontology Language,
http://en.wikipedia.org/wiki/Web_Ontology_Language) and was just OpenID
White Lists.

But I like the concept.
