This problem isn't new; it's been around long before OpenID appeared. Each
site should provide an explicit autologin option, as many already do for
"normal" logins. See http://test.phpbb.cc/ucp.php?mode=login (just don't try
to log in: OpenID registration is broken due to lack of maintenance).
