[OpenID] Dumb Question: Why isn't http://xri.net/=bobwyman an OpenID?

Would it conform to the standards
if xri.joaquin.net was a proxy resolver that handled '=Joaquin' and
everything dependant from that, while switching resolution for
equal-anything-else to xri.net?
Would it be in the spirit of i-names?
