[OpenID] Acceptable OP uptimes

As users of OpenID, what kind of availability requirements do you  
realistically have?

99%     [3 days out of service per year]
99.9%     [9 hours out of service per year]
99.99%     [less than an hour per year]
99.999%     [5 minutes per year]

Obviously, we'd all like to say 100% but that kind of thing tends to  
be fairly unaffordable. So what's realistic?

For comparison, my government issued IDs are probably in the 99 to  
99.9% range, because I keep forgetting them sometimes, which prevents  
me from doing things for a certain period of time until I went home to  
get them. (equivalent to "OP down")

Personally, I'm probably fine with OP availability somewhere between  
99 and 99.9%, too.
