Our implementations (those at openidenabled.com) will fall back to the
lower-priority entries if you try to authenticate an identifier a second
time in the same browser session without getting a response back from
the first attempt. So, even in the case where the OP is
pingable-but-nonfunctional, the user can hit "back" and try again to hit
their second OP.
This is admittedly a pretty poor user experience, but that's how it
works until the client gets a little more intelligent about knowing your
OPs are.
