This assumes that the RP maintains an "account" for the user.
This may not always be the case.  For instance, does every
blog that I comment on using my OpenID maintain an account
for me?

In any case, it does put a burden on the user to cope with
an infrastructure reliability problem.  It might not be
very attractive for that reason.

I'm tempted to change "doesn't completely eliminate" to
"compounds".
