I believe the foundation have expressed previously that certification
services are beyond their scope, but that this shouldn't stop anyone else
doing it.

However, without some sort of central coordination it will be hard to reach
consensus on who the 7 overall best OPs are or even what criteria we could
use. So we will end up with a number of inclusive/decentralised/randomised
lists for fairness. This is going to be too much choice so it is all doom
and gloom for ease of use.

Isn't it much more easy for RPs to partner with OPs. The OP can have an
affiliate scheme with some rebranding capability and in return the user's
first experience of OpenID is easier on the eye (e.g. same colour as the RP)
and flows better (e.g. integrated sign-up). The RP also knows the OP better
and so can integrate local account creation more closely (e.g. they know
which optional bits they support).

This shouldn't be to the exclusion of the RP allowing 3rd party OpenIDs, but
those users should already know something about what they are doing.

So in the end the central site is more for the people who want an OpenID,
but don't know where to get one or where to use it. They probably have
enough time on their hands to work it all out for themselves ;)

Promoting these affiliate schemes to RPs would be a lot easier than trying
to please everyone with the central site.

Which absolutely zero to do with the OP's abilities as identity provider or
privacy protector. Nor should it be a requirement of an OP that they have
some sort of retail operation. If you really think some sort of
certification is necessary, let the foundation create a process...
