Let's make a (marketing) rule. No "public" OP gets on the list if it not also a "public" Consumer of all other public OPs on the list.
 
If AOL will not accept a VeriSign PIP assertion, then AOL is not on the list. 
If VeriSign will not accept an AOL assertion, then VeriSign is not on the list. 
 
No whining allowed on this. Perhaps, for the first "experimental" year, public RPs may limit (by authorization controls) what a person identified by another public OP on the list may do on their site. One cannot suddenly expect AOL to grant open access to a member's credit-card details to just any UCI that they do not completely control.
 
Of course brandname providers who choose not to be part of the public area can of course operate private label service(s), cooperating with only a private set(s) of security domains. I know the likihood of my customers being public OP/RPs is somewhere close to zero despite colelctively touching about 30M-50M (US) consumers a year. Those same parties may well do a  backroom deal with yahoo, live.com, AOL... though ... so to the realty ad sites on AOL/yahoo/live.com can cooperate nicely via mashups with teh various organized realty/banking/title websites - to everyone's benefit --  consumers and Realtors/Mortgage-Brokers/Title-Insurers... .
