[OpenID] OpenID providers - return to urls

I haven't heard of any such consensus. It is certainly functionality
more than three OPs should want to provide. And this is probably more
important to building the openid landscape than sreg. So I ask:
Is this small and important enough to add to an existing spec?
Is it big enough to deserve its own spec?
