What about a certification process? It would be particularly useful to
know that an OP truly provides services that interop. It would also be
nice to have a validation service for RPs.
This implies two tiers of marks, one for self validators and another
paid cert process. Of course, there is the question of certifying
implementations or their respective OP services themselves.
