RP1 wants attribute A identified by A-URL

RP1 request goes to OP

OP has not seen A-URL, resolves A-URL and learns that A can be  
retrieved from RP2

Mark Wahl is working on the schema for the document retrieved from A- 
URL that contains the metadata about attribute A -- this is still a  
work in process.
