Multiple OpenIDs per account allows:

1 - user option to log in with more than one OpenID
2 - effectively 'change' their OpenID of choice (adding then deleting)
3 - specify a 'main' OpenID, for xrds documents with priority

The separate table also allows you to store OpenID specific information
like xrds or sreg or whatever comes next...
