[ANN] Ruby OpenID 1.1.3

The Ruby OpenID library version 1.1.3 is now available.  This is a
bugfix release:

- Fixed a problem handling wildcard  trustroots in OpenID::TrustRoot.parse
- Gracefully handle replayed OpenID responses in OpenID::Consumer.complete
