I always prefer subdomains/hosts for translations, since you have a
reasonable expectation that en.openid.net and fr.openid.net are
controlled by the same people, and should have similar content.

With completely different tld's, you never know what to expect. Not to
mention it is faster to implement, saves money and keeps people
focused on the primary domain for the project.
